At the end of the 17th century, PeterⅠ visited Holland and England as a mission member. It is said that he designed the white, red, and blue horizontally diveded flag based on the national flag of Holland, which he observed during the visit. The three colors are also used in the heraldic emblem of the Grand Principality of Moscow, and it can be considered traditional colors as well. However, there are many versions of explanations on symbolism and meaning, and there are none that are official.
